Selectmen's Budget Meeting Minutes 01/14/02
The Board of Selectmen held a budget deliberation meeting on Monday, January 14, 2002 at the Multi-Purpose Center, Riverside Road, Sandy Hook, CT.  First Selectman Rosenthal called the meeting to order at 7:35 PM

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
            Selectman William Brimmer
        
ALSO PRESENT: Finance Director Ben Spragg,  various department heads and
                       board/commission members, two members of press

VOTER PARTICIPATION: None noted

First Selectman Rosenthal advised that he does not have a general overview of the budget at this time as there are still accounts that are not finalized, such as the insurance accounts.  He also stated that some salary line items will need to be adjusted to reflect salary increases.

ACCOUNT 190 ASSESSOR
Assessor Denise Hames was present.
Selectman Brimmer moved Account 190 in the amount of 173,477.  Motion seconded.
First Selectman Rosenthal advised that the Assessor’s salary line item needs to be adjusted to reflect an increase.  He has researched salaries of area Assessors in towns of similar size and feels this salary should be increased.
Selectman Bojnowski moved to AMEND by increasing line item 01190-1001 Assessor from $55,850 to $58,850.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($176,477).

ACCOUNT 100 SELECTMEN
Selectman Bojnowski moved Account 100 Selectmen in the amount of $375,468.  Motion seconded.
        Mr. Rosenthal advised that salary line items need to be adjusted to reflect increases he gave in January for the executive assistant, personnel administrator and secretary.  He looked at salaries for similar positions in the school superintendent’s office and felt that the town salaries were substantially lower and should be adjusted.
        Selectman Brimmer moved to AMEND by increasing line item 01100-1002 Secretary/Assistant from $98,921 to $106,921.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($383,468).

ACCOUNT 110 SOCIAL SERVICES
Social Services Director Glynis Lanzetta was present.
        Selectman Brimmer moved Account 110 Social Services in the amount of $63,136.  Motion seconded and unanimously carried.



ACCOUNT 140 TAX COLLECTOR
Tax Collector Carol Mahoney was present.
        Selectman Brimmer moved Account 140 Tax Collector in the amount of $156,068.  Motion seconded and unanimously carried.

ACCOUNT 160 PROBATE COURT
Probate Court Judge Margot Hall was present
        Selectman Brimmer moved Account 160 Probate Court in the amount of $3,950.  Motion seconded and unanimously carried.

ACCOUNT 180 REGISTRARS
Registrars Lereine Frampton and Karen Aurelia were present.
        Selectman Bojnowski moved Account 180 Registrars in the amount of $100,582.  Motion seconded and unanimously carried.

ACCOUNT 230 TOWN HALL MANAGERS
Chairman of the Board of Town Hall Managers Edgar Beers was present.  Mr. Beers advised that due to grants available to them, they feel they can reduce their budget request by $50,000.
        Selectman Brimmer moved Account 230 Town Hall Managers in the amount of $175,000.  Motion seconded and unanimously carried.

ACCOUNT 300 COMMUNICATIONS
Emergency Communications Director Joe Delbuono was present.
        Selectman Brimmer moved Account 300 Communications in the amount of $500,793.  Motion seconded and unanimously carried.

ACCOUNT 310 POLICE
Chief Michael Kehoe, Captain Joe Rios, Police Commission Chairman Jim Reilly and members Jay Gill, Richard Simon and Carol Mattegat were present.
        Selectman Brimmer moved Account 310 Police in the amount of $3,011,553.  Motion seconded.
        Selectman Brimmer moved to AMEND by increasing line item 01310-1002 Captain from $68,600 to $70,600.  Motion seconded and unanimously carried  (This reflects salary increase)
        There was a lengthy discussion of the request for new vehicles, which includes five replacement vehicles plus two additional vehicles (one vehicle for a DARE officer will be purchased with grant money which would really increase to 3 additional vehicles to the fleet).  
        Selectman Rosenthal moved to AMEND by decreasing line item 01310-5002 Patrol Cars from $162,080 to $120,940 (two vehicles).  Motion seconded and unanimously carried.
        Selectman Brimmer moved to AMEND by decreasing line item 01310-5080 Capital from $62,674 to $57,674.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($2,967,413).

ACCOUNT 315 POLICE OTHER
Selectman Brimmer moved Account 315 Police Other in the amount of $285,000.  Motion seconded and unanimously carried.

ACCOUNT 340 CANINE CONTROL
Selectman Brimmer moved Account 340 Canine Control in the amount of $85,214.  Motion seconded.
        Selectman Brimmer moved to AMEND by increasing line item 01340-1001 Salaries from $66,456 to $68,179.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($86,937).

ACCOUNT 170 TOWN CLERK
Town Clerk Cynthia S. Simon was present.
        Selectman Brimmer moved Account 170 Town Clerk in the amount of $192,217.  Motion seconded and unanimously carried.

ACCOUNT 200 FINANCE
Selectman Brimmer moved Account 200 Finance in the amount of $255,977.  Motion seconded and unanimously carried.

ACCOUNT 205 COMPUTER CENTER
Selectman Bojnowski moved Account 205 Computer Center in the amount of $11,000.  Motion seconded and unanimously carried.

ACCOUNT 220 COMMISSION ON AGING
Selectman Brimmer moved Account 220 COA in the amount of $215,580.  Motion seconded.
        Selectman Brimmer moved to AMEND by increasing line item 01220-2022 Operating Expenses from $14,900 to $15,600.  Motion seconded and unanimously carried.
        This increase is to cover the cost to supply meals to home-bound seniors @ $.15 per meal.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($216,280).

ACCOUNT 260 PENSION
Selectman Brimmer moved Account 260 PENSION FUND in the amount of $454,065.  Motion seconded.
        Selectman Brimmer moved to AMEND by decreasing line item 01260-2001 Town & Police Plan from $420,000 to $405,000.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($439,065).

ACCOUNT 280 PROFESSIONAL ORGANIZATIONS
Selectman Brimmer moved Account 280 Professional Organizations in the amount of $31,894.  Motion seconded and unanimously carried.

Having no further business the meeting was adjourned at 10:15 PM.  Budget deliberations to resume on January 15.
